better tree oil

Tree oil is a type of fuel added by the Thermal Expansion mod. When it was first introduced, it was a very good fuel, producing 1 million RF in the compression dynamo, however during its existence it has been nerfed multiple times, and in Thermal's most recent version it generates only 100k RF, which is a tenth of what it used to produce. This is a small datapack that makes tree oil produce 1 m RF like it did originally.
