Blood Arsenal Vampire Patcher

Ever looked at 1.7 Blood Arsenal, and wondered, "Hey golly, what is that vampire stuff? Oh well, it doesnt seem to be craftable, guess its not implemented?" The vampire constume is only craftable in the month of October, a pretty arbitrary restriction – the armor doesnt even go away after October. Not everyone wants to change their date, nor cheat it in if they are not playing during October. This fixes it by registering the recipes for the armor for all times of the year.
