This is a client optimization mod that makes language change really FAST!
WARNING FOR 1.12.2 USERS:
Since Forge 1.12.2-14.23.4.2742 this mod doesn't work. If you still need this optimization feature, you should just enable option that is built into Forge (Mods -> Forge -> Config -> Client Settings -> selectiveResourceReloadEnabled = true)
