Hardcore radiance

I thought it was weird how shadow steel was gated behind defeating the ender dragon and refined radiance was gated behind… well, torches (actually the nether fortress, but both need it so let's ignore it), so I made this datapack that makes radiance need an activated beacon to be made. It still consumes other light sources tho to show its affinity for light.
