Limited Chunkloading

What does this mod do:
Small lightweight-server side mod which controls and limits chunk loading to only stay X time after player logout. 

• Players no longer create tps-lag forever while logged off and impact the play experience of everyone else who is online
• Farms and other chunkloaded chunks are still active while the player is online
• Only unloads a given time after player logout, so loaded chunks still allow farms to stay active for a certain time
• No difference in gameplay between single and multiplayer, as you cannot keep farms running forever in singleplayer when the game itself is not running. 

 What is chunkloading:

Chunk loading describes the act of keeping a chunk (16×16 block sections) in minecraft loaded. Normally the world dynamically loads and unloads chunks around the players as they move around, in modding chunkloading is used to keep chunks active outside that radius for example to keep fields growing while you're exploring out in the wild. Some of these mods doing chunkloading also keep these active when the player is not even playing causing possible lag issues as mentioned above.

Currently this mod has no means of chunkloading itself, it simply limits/times out the chunkloading of other mods after the config time.
