Here's my take at a simple, easy to use announcement plugin for Minecraft!
MyAnnouncements DEPENDS ON VAULT TO WORK WITH PERMISSIONS! GET VAULT HERE: https://dev.bukkit.org/projects/vault

This documentation is up to date as of MyAnnouncements version 1.2
Commands:
/ma – Base command
/ma reload – Reload plugin config and reset announcements
/ma version – Shows plugin version
/ma toggle – Pause/resume the showing of announcements
/ma broadcast <message> – Show a custom announcement to all players
/ma force – Force the next announcement to be broadcasted
/ma add <message> – Add a new announcement
/ma list – List all announcements in order of ID
/ma remove <id> – Remove a specific announcement
/ma menu – Opens administrative menu
Permissions:
ma.* – Not default – Gives access to all MyAnnouncements commands
ma.base – Default – Gives access to MyAnnouncements base command (Need this to use ALL other commands)
ma.admin – Not default – Gives access to all administrative commands
