UnLivingHorsies
This is a really simple drag, drop, configure plugin designed to make it so Undead horses, namely skeleton and zombie horses, spawn naturally in the world when other horses are spawned by normal means.
Configuration
Configuration is super easy. There are no permissions or commands, just 4 options in the config file.
Percent of natural spawns: 5 //Percent of natural horses you want to spawn as a skeleton/zombie horse. Natural Spawn skeleton to zombie horse chance: 50 //Percent of type of undead horse you'd like to spawn. (ration is skeleton/zombie, entering 30 here will make 30% of undead horse spawns skeleton horses) Horse death to zombie horse chance: 1 //Chance that if a horse dies it may become a zombie horse Horse death to skeleton horse chance: 1 //Chance that if a horse dies it may become a Skeleton horse EnabledWorlds: //Worlds that UnLivingHorsies is enabled in - world - world_the_end - world_nether

Thingies
While this plugin causes undead horses to spawn, it doesn't make it possible to tame, leash. or feed them in an otherwise normal horse manner. For that, use a plugin such as DeadHorses. And yes, DeadHorses works on 1.8!
