LayeredBuild

LayeredBuild is a simple plugin that allows you to grant permissions to build at 20 block height intervals. Worried about new players being xrayers. Don't give them permission to work below y:20 Hate new players building gross towers to skycap? Only give them permission to build up to a certain height.
